These are a few of the common questions we get regarding compliance with Unintended Car Movement Protection (UCMP).
As of November 5th, 2025, three jurisdictions require UCMP for existing elevators:
New York City, Florida, and Nevada.
What varies by jurisdiction is the following:
• Compliance date
• Whether exceptions such as dual plunger retrofits are allowed
• Is Ascending Car Overspeed Protection also required
• Version of ASME A17

New York City
- Compliance Date:January 1, 2027
• Dual Plunger Exception: Allowed (UCMP or dual plunger). No ACOP.
• ASME Version: A17.1-2013*

📄 NYC DOB — 2019 Elevator Retroactive Requirements
K3 Modifications to ASME A17.3-2015 Safety Code for Existing Elevators and Escalators 3.8.4.1:
“Single plunger brakes. (a) All existing traction elevators with single plunger brakes must comply with either of the following by January 1, 2027:
(1) Alteration of single plunger assemblies to dual-plunger type, or
(2) Compliance with Unintended Car Movement Protection as specified by Section 2.19.2 of ASME A17.1.”
Note: Since NYC is on the 2015 version of the A17.3 code (which does not contain UCMP or ACOP), they reference ASME A17.1 instead because it has contained these since 2000.
Florida
- Compliance Date:August 1, 2028
• Dual Plunger Exception: Not allowed (both UCMP and ACOP required)
• ASME Version: A17.3-2020

“NAC 455C.500: […] the ASME A17.3 Safety Code for Existing Elevators and Escalators, 2020 Edition […] (Ascending car overspeed and unintended movement protection) of this code will become effective on December 31, 2027.”
